 बजेट पारदर्शितामा नेपालको अङ्क ५०: खुला बजेट सर्वेक्षण २०२३ सार्वजनिक जेठ १७, २०८१ बजेट पारदर्शिताको मापन गर्ने विश्वव्यापी खुला बजेट सर्वेक्षणको प्रतिवेदन-२०२३ मा नेपालको बजेट पारदर्शिताको अङ्क ५० देखिएको छ । सर्वेक्षण गरिएका १२५ देशमध्ये नेपाल ५८ औँ स्थानमा रहेको छ । अन्तर्राष्ट्रिय बजेट साझेदारी (आइबिपी) ले हिजो मे २९ मा जारी गरेको सो प्रतिवेदनमा १२५ देशको सन् २०२२ को राष्ट्रिय बजेटका आधारमा गरिएको सो विश्वव्यापी सर्वेक्षणका नतिजाहरू प्रकाशन भएका छन् । नेपालले खुला बजेट सर्वेक्षणका मुख्य तीन खम्बामध्ये बजेट पारदर्शिताको अवस्थामा सयमा ५० अङ्क पाए पनि बजेटको निगरानीमा ४६ अङ्क र बजेट प्रक्रियामा जनसहभागिताको अवस्थामा ३१ अङ्क मात्रै प्राप्त गरेको छ । खुला बजेट सर्वेक्षणमा ६१ अङ्क वा सो भन्दा बढी प्राप्त भएमा मात्र सो सम्बन्धी देशको बजेटको सन्दर्भमा सुसूचित सार्वजनिक बहसका लागि पर्याप्त सामाग्री प्रकाशन गरिएको मानिन्छ । यस सर्वेक्षणमा बजेट चक्र अन्तरगतका आठ बजेट दस्ताबेजहरूको अनलाइन माध्यममा उपलब्धता, सूचनाको गुणस्तरीयता र समयबद्धतासँग सम्बन्धित १०९ सूचकहरूमा लेखाजोखा ...

 Nepal Scores 50 on Budget Transparency in Latest Open Budget Survey Open Budget Survey Nepal 2023   Thursday, May 30,2024 Nepal improves open budget transparency index with score of 50 in the latest Open Budget Survey 2023. With the budget transparency score of 50, Nepal secured 59 th rank in overall position in 2023 which was 77th in 2021 according to the International Budget Partnership’s (IBP) latest Open Budget Survey indicating the improvement of public access to budget information in Nepal. “In these turbulent times, governments can restore public trust in their ability to deliver by opening up the budget process to meaningful engagement.   Examining Budget Credibility in Nepal’s Health Sector This brief compares actual expenditures against approved budget allocations in Nepal’s health sector, examining why there are significant deviations over the four-year period from FY 2017/18 to FY 2020/21. The brief further analyzes how these budget deviations affect the delivery of planned programs and services within the health sector and recommends reforms to improve the implementation of Nepal’s health budget. To arrive at these recommendations, the authors relied on document reviews, including budget statements and budget performance reports, as well as budget execution data pulled from the Consolidated Financial Statement of the Financial Comptroller General Office. Data on health sector under spending is then compared to Nepal’s health performance indicators, including progress to achieve relevant SDG targets. Connecting Budget Credibility to the Sustainable Development Goals in Nepal - A Brief

  Nepal: Budget Credibility and the Sustainable Development Goals This brief presents analysis of Nepal’s Federal Government spending in six key sectors that relate to nine Sustainable Development Goals (SDGs), examining budget credibility trends in 2018, 2019 and 2020. The analysis builds on the methodology of SDG indicator 16.6.1, which recognizes the importance of budget credibility, but is currently reported only at the level of the aggregate budget without exploring the variation in budget credibility patterns in the six key sectors. The sectors covered here are agriculture and food, education, environment, health, social protection, and water and sanitation. This brief also compares budget deviations and the share of government spending in each sector to the progress reported on achieving the related SDG as reported in the SDG Index 2021 to better understand how these spending patterns relate to Nepal’s efforts to achieve the SDGs.
